RICCARTON BOROUGH.
CITIZENS' ASSOCIATION. A meeting of the Iticcarton Citizens' Association was held last night, Mr 11. W. Brighting presiding. With reference to tho proposed debate on "The Desirability of Joining Greater Christchurch," the executive submitlea a report. The chairman stated that the president (Air J. Wood) was averse from any debate being held. After a short discussion, it was decided, on tho motion of Mr 11. Hepburn, that the debate be not gone on with. Mr H. S. S. Kyle wrote thanking the Association for its letter of appreciation of his efforts oh behalf of BJccarton. The question of solicitors' costs iu connexion with Riccarton by-law cases was raised by Mr A. D. Ford, who moved: "That the attention of the Council be drawn to the excessive costs being levied in connexion with lliccarton by-law cases, as compared with other districts." The matter was discussed at some length, it being pointed out that it was necessary for the solicitor to go into the cases before they were brought before the Court, as a large number of them were defended. If the lawbreakers had to pay a little more, it served them right. Mr Fisher stated that it was not a fair thing. If a person was caught by the borough inspector he would have to pay more cogts than a person who was caught by the Riccarton police. • ,' The motion was carried. It was decided to hold a special meeting of the Association next Tuesday night, when the proposed highpressure water system would be discussed. On the motion of Mr E. Stephens it was decided to write to the Borough Council asking whether it considered that it would be advisable to ask the Drainage Board to connect up, the sewers on the "block" system.
