PROCEEDINGS ADJOURNED. (BY CYBLE-PRBSS ASSOCIATION—COPTEIOHT.) (AUSTRALIAN AND »•*• CABLE ASSOCIATION.) (Keceivcd November 11th, 8.20 p.m.) BUCHAREST, November 10. The court-martial on M. Manoilescu opened in a small room in a barracks. Strong measures were taken to prevent disorder. Only four witnesses were present out of thirty-seven, and the Court agreed to issue fresh summonses and compel the attendance of witnesses. M. Manoilescu's counsel disputed the Court's competency on the ground that the proclamation of a state of siege was illegal. The Court, by a majority of three to. two, overruled the objection. Proceedings were then adjourned. [M. Manoilescu is on trial before a court-martial for attempting to carry into Eumania letters from Prince Carol, to political leaders in that country urging the Prince's claims to the 'throne as against those of his son, the young King Michael.]
