REPORT OF MANDATES COMMISSION. (RT CABLK—PRT.SS ASSOCIATION— COrtftlOHT.) \.t DSTRALIAN AXD X.X. CABLK ASSOCIATION.) GENEVA, November 4. The Mandates Commission has concluded its examination of the Samoa Keport, and Sir James Parr is returning to London to-night. The Commission referred eulogistioally to New Zealand's efforts in the general administration of Samoa, particularly as regards health and education. Sir James Parr answered a numher of questions respecting the selling price of copra. Ho explained that the Admin, istration encourages the natives to produce the best quality copra, whereas the private trader buys all qualities for the same price. The Administration's experimental shipments to London promise good results for the producer. The chairman, in thanking Sir James Parr, said that the Commission would await the report of the Royal Commission before expressing an opinion. He invited the New Zealand Government, when forwarding the report, to supply its own views upon it, and also the steps it intends to take.
