Foreign countries had not realised the contrast between surface appearances and the nation's real life. Excessive festivities and building activities had created an impression abroad that tho Germany which lost tho war wa? able to afford things' which tho victorious nations could not afford.
Dr. Streseraann especially deplored the accusation that Germany was deliberately living beyond her means in order to prove the- impossibility of paying reparations. REPARATIONS CONTROL.
