The settlement is now complete and lias been accepted by caucuses of all three Parties. It was publicly announced by Dr. 1). F. Malan on the authority of General Herteog that tho South African Poi'iy caucus had accepted the project subject to assurances being given that the Union Jack would fly, not only, in the Union and provincial capitals, as provided, but also in tho large centres of the Vnion, where tho predilections of the people naturallv point) in that direction, and to this General Hertzog readily agreed, also agreeing that so far as Natal was concerned, the Union Jack should fly throughout the province on equal terms with tho national flag. Tho most important point in th® settlement is that the Union Jack is now statutorily declared one of tho flags of the Union. In tho second place, the shield disappears from tha national flag as proposed in the draft Bill, and is replaced by the Jack and old Republican flags, as integral parts of tho flag, occupying one-third 1 of tho area of the central white strip between the .orange and blue horizontals.
The compromise generally is hailed with intense relief, though the design for n national flag is not received with enthusiasm.
