ANOTHER ARREST. (Received October 23th, IG.oO p.m.) VIENNA, October 21. M. Nicholas Cocea, editor of the paper "New Star," founded by M. Manoilescu,_ which was to have been issued on November Ist, has bcc,n arrested. QUEEN MARIE CHAGRINED. (Received October 25th, 10.30 p.m.) LONDON, October 2-5. The Vienna correspondent of the "Daily Express" states that a'search of M. Mauoileseu, former UnderSecretary for Finance, who was arrested on the Rumanian frontier, revealed four letters secreted! in his clothing. These were taken to JVI. Brntianu, who, in consequence of illhealth, summoned Cabinet to his ilat. Prolonged meetings were held in the niorniug and afternoon. The communique says the object ot the letters is to induce the people of Rumania to recall Prince Carol- to the throne. An official statement adds: "This amounts to an attack on the constitution for which M. Mauoileseu will be tried by court-martial." It is unofficially stated that one of the Jetters is for Queen Marie, who is chagrined at finding herself regarded merely as the late King's widow instead of having the chief part in the Regency, and, in. order to be revenged on M. Bratianu, as well as on the young King Michael's mother, has lately become reconciled to Prince Carol ; whom she wants to see return as King.

CAROLIST MOVEMENT REPORT DENIED.

(Received October 26th, 1 a.m.) BUCHAREST, October 25. Cabinet has made a statement that there is no truth in the report of the existence of a Carolist movement. The facts are that Prince Carol attempted by letter to invite Party heads to a conference, with a view to allowing the people to make. a pronouncement on the question of his recall to the Throne. This was regarded as a direct attack on constitutional order, hence the arrest of M. Manoilescu, who was carrying the letter. Firm steps are being taken to suppress a recurrence of such, attempts.
