CITY COUNCIL.

LAST NIGHT'S MEETING. The fortnightly meeting of the City Council was held last evening. Those present were: The Mayor (Mr J. K. Archer), and Councillors E. B. McCombs, T. H. Buttcrficld, G. R. Hunter, P. Vv*. Sharpo, R. 11. Mncfarlane, J. "W. Roberts, G. Manning, E. 11. Andrews, A. W. Beavcn, A. E. Herbert, J. W. Beanland, M. E. Lyons, and Clyde Carr. The financial statement gave the following details:—General rate Irvied £121,589 16s, collected i'B77!> 7s Id, leaving outstanding i' 115,760 Ss lid. The receipts since the last statement amounted to £42,136 2s 3d, and accounts authorised for payment camo to £66,336 3s 3d. A letter received from the Prime Minister stated that the Council's representations with regard to the proposed Waimakariri River Improvement Act Amendment had been forwarded to the Minister for Public Works for his consideration. The letter was received. Abattoir, Reserves, and Milk Committee. The Abattoir, Reserves, and Milk Committeo reported as follows: Elmwood . Park—The recent showers of rain have improved the young grass in this Park, and the area will be rolled shortly. A large quantity of soil can be obtained from the Elmwood school grounds for depositing on the low ground near the tennis courts iu the Park, and. provided teams can be engaged at a reasonable rate, the superintendent has been authorised to remove the soil and place it on the Park. The Nursery—The sowing of conifers, red cedar, and American redwood was commenced about a fortnight ago. The report was adopted. By-laws, Finance, and Departmental Committee.

The By-laws, Finance, and Departmental Committee reported as follows: — Mr H. R. Smith applied for permission to remove two petrol pumps from No. 5 Harewood road to the north corner of his section in Bellview avenue, Papanui. The committee has granted the application, provided Mr Smith erects a building to conform with one of the plans of petrol stations prepared by the City Engineer. An application has been received for the Council's consent to the right-of-way in T.S. 852, Cashel street, Millikcn and Johnson to McDuff's, Limited. The committee recommends that consent be granted subject to the usual conditions. The right-of-way is already formed, and there are both gates and lights installed. The report was adopted.

Electricity Committee. The Electricity Committee reported as follows: Tenders, as follows, were considered for low'temion line insulators and fittings for use for overhead line work: —Insulator: Turnbull and Jones £275 Bs, A. C. Thomas £293 2s Oil, Lawrence and Hanson £3OB 8s 9d, Richardson McCabe £327 12s, National Elec. Co. ,£33;; Cs Bd, J. A. Redpath £354 3s 4d. Fittings: Turnbull and Jones £2lO Is Gd, Richardson, McCabc and Co. £221 4s Gd,. National Elec. Co. £262 5s lOd, Lawrence and Hanson £260 Ss 6d, Booth, Mac Donald (informal) £5 00. The lowest tender in each case covers a satisfactory article of British manufacture, and is recommended for acceptance. Throe quotations were considered for the supply of insulators and fuse handles. The acceptance of the National Electrical Co. s tentfor (£65 ss) is recommended. The report was adopted. Town-Planning, Housing, and Health Committee. The Town-Planning, Housing, and Health Committee reported as follows: — An application has been received for permission to erect a furnace and chimney at the Imperial Timber Co.'s yard in Langdon's road, Papanui. The chimney will stand about 70 yards from the street, and in close proximity to the railway line. Tho factory of the Sanatarium Health Food Co. is adjacent to the site. The intention of tho company is to uso the furnace for the purpose of burning shavings and sawdust from its mill. A permit has been issued subject to the City Engineer being satisfied that no nuisance will bo caused to tho occupants of adjoining properties, the right having been reserved for the Council to cancel the permit should any such nuisance bo created. In connexion with the subdivision of land and now. street off Longfellow street, _ the committee, when approving of the subdivision and tho new road, required tho owner of tho land to round tho corners of tho new street. He now states that in order to comply with this provision it would ' be necessary to acquire a piece of land from the adjoining property, which is separately owned. Attompts to do thU have been unsuccessful, and the applicant now offers the sum of £2O, together with dedication fees, to enable the Council to secure tho necessary land. Tho committee has accepted the offer. The report was adopted. Water Supply and Works Committee.

The report of the Water Supply and Works Committee, was as follows : It iB intended to commence the regrading of Rutland street during the coming week, buMiefore commencing work on the carriageway it will be necessary to kerb and channel an open drain on the east side, south of ItcFadden's road, where the street has recently been widenod. The estimated cost is £45, and the committee asks for authority to have the work put in hand, the cost to be met out of the St. Albans channelling<loan. The City Engineer reports that it will be. necessary to extend the sleeper track used in connexion • with the sanitary plant at Chaneys. Eight hundred sleepers will bo required, and these can be obtained from the Tramway Board at a cost, of 2s 6d each. The sum of £2OO was placed on' the estimates for improving the sanitary plSiit, and the committee requests authority .to place an order for the sleepers. The committee requests authority to proceed with the tar-seafing of the following stroets, provision for which was made on the current year's estimates: —Hereford street, betwo'en Fitzgerald and Bolleston street, £220; Mathoson's road, between Ferry road and Tuam street, £l4O. Work in connexion with tho reticulation of the Sproydon, St. Martins, Opawa, and Woolston districts is proceeding satisfactorily. Regarding the reticulation of St. Martins and tho pipe crossing over the river Heathcote, it was found that the Council's pile-driver was unablo to drivo the size of piles required, and arrangements were made with Mr Neil McGillivray to do the work. In order to avoid undesirable dead-ends in Radley, it has been arranged, with tho consent of tho Heathcote County Council, to carry tho water pipes over the Opawa road bridge and into Heathcote county for- a distance of about ten chains. Tho tender of Vale and. Co. of £233 8s for the supply of coloured concrete fire hydrant indicators was accepted. Application has been received for a supply of high-pvessuro water for two properties situated in Hills road, Hillsborough. The committee has approved of the granting of the application, subject to the Heathcote County Council agreeing to same, the propertics being situated in Heathcote County. The report was adopted.
