Harbour Light Theatre. A double-feature programme, consisting of "Broadway Nights," featuring Lois Wilson, and "The Better Man," starring Richard Talmadge, will be repeated at the Harbour Light Theatre to-night. To-morrow "We're in the Navy Now," an exhilarating Paramount comedy, featuring Wallace Beery and Raymond Hatton. who are best remembered as the stars of "Behind the Front," will be screened. The supporting programme includes a comedy and a newsreel. The reserve plan is at King and Cousins. Borough Council.
The Borough Council met last evening. Present—The Mayor (Mi- P. E. Sutton), Crs. W. Wales, W. D. Gower. L. G. Matthews, C. F. Bell, M. J. Miller, R. Fenton, and W. T. Foster. The Rev. A. J. Petrie, vicar of Holy Trinity, invited the Mayor and councillors to attend a special Armistice Day service on .Sunday, November 13th. The invitation was accepted. The Postmaster (Mr J. N. Neville) wrote asking the Council to remove the light from the board at the Post Office previously used for exhibiting shipping telegrams, aud to amend the charge for lighting the private box lobby to £2 per annum. The matter was left to the Town Clerk to deal with. Mr T. F. Martin, secretary to the Municipal Association, wrote in regard to fidelity guaranteo insurance. He stated that the State Fire Insurance Department was prepared to consider means of devising a policy to cove/ defalcations occurring since the previous Government audit, instead of for twolve months as at present. The Council was asked if it would support -the scheme, and, if so, to furnish certain particulars. On the motion of Cr. Foster, seconded by Or. Gower, it was decided to support the Association's project. A letter was received from the Prime Min-
ister in regard to tho observance of Armistice Bay. Two minutes' silence would be observed at 11 a.m. on November 11th, and local authorities were asked to arrange for a suspension of all vohicular traffic during that period. Rail and water traffic would not be suspended. The letter was recoivcd.
Cr. Fostor moved that tho fund to commemorate the passing of tho Summer Time Bill be supported, and that a subscription list be opened. Cr. Bell seconded the motion, which was carried.
Tho Traffic Inspector (Mr T. D. Holder) asked for a ruling as to what part of Norwich quay, outside the Harbour Board office, could be used as a stand for carriers. The Mayor said that the carriers had used the stand for 30 years, and ho thought they should continue to do.so. They should have what they had always had. It was decided that a white line be painted on the road defining the stand. On the suggestion of Cr. Gower, it was deoided to draw tho attention of the Traffic Inspector to the prevalence of. speeding down hill, especially in Oxford street, by cyclists. Tho Works Committee reported that it had decided that the next works to bo proceeded with were tar-sealing of the Sumner road and erection of wall, etc., on Ticehurst road. Tho committee had instructed the Engineer to submit an cstimato of the cost of piping the storm-water channel leading from Rc- ' serve terrace to St. David streot. The report was adopted. Tho Borough Engineer submitted a report on the result obtained from the installation of the direct coupled 4in pump at tho first brick sump, which gave an increased supply of 35,000 gallons a dny, and recommended that another 3in well bo sunk at the second brick sump near the river, and'the present wells be cleaned out. The Waterworks Committee recommended that the present welte be cleaned out, and, . if necessary, a further well be sunk, the matter to be left in the hands of Crs. SI. J. Miller and W. T. Foster, and the Borough Engineer, with power to act; also, that tho Borough Engineer report upon tho advisability of going further afield for a better supply, and the cost of same. The recommendation was adopted. Mr A. Bettlo wrote complaining of the stato of the road leading to tho pumping station at Heathcote Valley. The matter was referred to the Town Clerk to obtain the solicitor's opinion in regard to the fencing and to report. Mr R. Wood and 38 others petitioned to have a light installed at the top of Ticehurst road, adjacent to the old quarry. Tho matter was referred to Crs. Gower, Matthews, and McDonald to inspect and report. An application was received from tho To Whaka Tennis Club for a five years' lease of the courts at present rented by tho club. It was decided that the club be informed that the Council could not seo its way to grant the request. Mrs Edith raiue, lessee of Godley House, Diamond Harbour, offered £lO a year for the sole right of grazing stock on the recreation' ground. The Estates Comraittco recommended that the offer bo declined, and that Mrs P.iino bo allowed to graze two cows only, as per prior nrrangements made. The recommendation was adopted. Mr William T'.iine wrote asking the Council ! to reconsider tho question of allowing him to graze two horses on the recreation ground, Diamond Harbour. It was decided that Mr W. I'ainc be allowed to graze two horses during the Council's pleasure. The Estates Committee reported that only one tender was received for the purchase and removal of the wool stores nt. Officers' Point, .ind that the committee declined to accept it. In pursuance of notice of motion. Cr. W. Wales moved that the Council take into consideration tlie laying out of the sports ground on (he reclaimed land given by Iho Harbour Board, (a) out of revenue, (b) by way of loan. Cr. Foster seconded the motion. The Mayor said Cr. Wales was to be com-, mended for bringing up the matter, but he would have preferred that a sub-committee bo set up to report, and then for the Council to decide whether tho work should havo been dono out of revenue or by loan. Cr. Miller paid the work had been held up for want of clinkers to put down before the soil was deposited. Practically no clinkers were available, and the Engineer should he asked for an alternative suggestion. Cr. Wales asked permission to delete'tho last two clauses of his motion referring to revenue or loan. Permission was granted, and the motion_was carried. Crs. Foster. Gower, and Wales, and the Borough Engineer were appointed a subcommittee to report on the laying out of the ground.
