BRITAIN AND THE LEAGUE.
DISARMAMENT CAMPAIGN. (bi cable -pbiss association—copybight.) (australian and n.z. cable association.) (Received October 20th, 6.55 p.m.) . LONDON, October 19. In opening the campaign in favour of disarmament, Viscount Cecil will deliver his first speech (since his resignation) before the Council of the League of Nations Union on October 21st, when moving that tho ' Government should support the League's efforts and should also promote peaceful settlement of international disputes. He will move that it should sign an optional clause with the reservations necessitated by Britain's position, and also that the Government should announce its, willingness to negotiate arbitration agreements with any nation. Viscount Cecil declares that the object of the clause is not to quarrel with anyone but to get something done. DOMINIONS' POSITION. (Sydney "Sun" Service.) (Received October 20th, 8.10 p.m.) LONDON, October 19. The "Daily News" states that Viscount Cecil, referring to the reservations to the signature of the optional clause, said it was clear- that all questions between Britain and the Dominions mu6t be included in them. Certain questions relating to the prize law must also be reservech The Dominions were members of the League and, just as Britain could sign a clause without them, they might, if desirable, act alone.
