"It is not by the .curtailment, but by the extension of trade unions' authority, and their admission to partnership in industrial enterprises that peace, stability, and continuity of production will-be obtained," declared Mr Arthur Henderson, in a notable speech at Falkirk in which he suggested that Mr Baldwin should invite the Speaker of tho House of Commons to preside over a conference of representatives of the Trade Union Congress, the Labour Party and the Employers' Federation for an informal discussion of the whole industrial situation. •■

The Government, he urged, ought to consider seriously the creation of a permanent National Economic Council, or a Parliament of Industry. Half a dozen practical and responsible men on both sides could, within a few hours, discover the fundamental facts of an industrial situation and find the most effective road to peace.
