LONDON, January 5.

The Cape Town correspondent of "The Times" says that General Hertzog's new Flag Bill has been received with dismay and surprise. It seems he has reverted to his old failing, and is reacting to the last strong personality with which he is in contact. Now it is Colonel F. H. P. Cresswell, Minister for Labour, who has persuaded him that resistance will cease if it is confronted with a Parliamentary mai° rit y.There is not the faintest possibility of' the South African Partv accepting the farcical idea of embodying the Royal Standard in the new flag, which suggests an attemnt to involve his Majesty in the local flag squabble. General Hertzog has never realised the spontaneity and depth of the attachment of the English of South Africa to the Union Jack.
