Mr Ross, Minister of Justice for the Transvaal, speaking at Pretoria, violently denounced white men who were agitating among the natives and putting foolish ideas into their heads. He said he was contemplating legislation to punish such agitators. There wero two things that Transvaal Nationalists would never consent to: the direct representation of tho natives in Parliament and the giving of a Kaffir vote. . i.. ;■' —!— iju
