The .Paris correspondent -of ' ( The Times" says,.that' a scene.,occurred at the Universal Peace Congress sitting at Sorboune. Tl\e trouble arose ..when Herr Loebe, president .of . the Reichstag, who -was to. have, spoken, declined because M, Herriot was not present. It was explained that his absence was but the 'German delegates'alleged that it really ; was because he did not want to participate <in the conference with Herr Loebe on the ground that Loebe had declared kim--Belf,-in a speech in Vienna, in favour of an Austro-German L r niou. Feeling ran high and it waa feared that the Germans would withdraw—a step: which might have repercussioned on far more important conferences. M. Demonzie, however, : successfully intervened, and the incident closed. i
