an enquiry into the collapse of the British Tobacco Company's building, Robert. Boan, engineer of tests in charge .of the Victorian Baihvays Laboratory, -said...-that" tests taken from the building after its collapse showed that the ratio varied from 10.5 to 15.7 of sand and. stone,to one' of cement, whereas .the specifications provided;for one of cement to two of sand and foiir of stone.
. George Albert Royal, clerk of works at the job, said that beams 34ft in length and 7jin thick, provided for in the Stewart street ■walls, were not put in in the second,- third, and fourth floors.
[Since the Tobacco/Company's building collapsed another similar happening has . occurred .in Melbourne.. Threestorey. brick businopß premises collapsed suddenly, but the employees got clear. Excavating was in progress on an adjoining site.]'
