FRANKLIN BY-ELECTON.
MR H. E. HOLLAND'S COMMENTS (rasas association telegram.) Wellington. Juno 23. Mr H. E. Holland, Leader of the Labour Party, who has been laid up with a heavy cold since his return to "Wellington from the north, made a statement to-day concerning the result of the Franklin by-election. "It has been suggested that as a result of the Franklin contest, tlio Labour Party will drop its present land policy," lie said. "I want to say that there is not the remotest chance of this happening, and tliero isn't the shadow of reason why it should happen. The Labour movement doesn't change its policy every time it fails to win an election. . . . Tho land
policy of tho Labour Party is economically sound, and Labour will not discard. what makes for the common good merely because a s>ectiou of tho electors have not accepted it at the first time, of c-skuig. Tho lesson we have learned from Franklin iis that we cannot expect to enter at short notice and win an electorate in which wo have organisation only hi o'" s remote comer, and where hitherto it lias not been possible for us to carry on any really effective propaganda. Yt'c have never beer, able to do So in industrial centres. . . . Franklin is a far bctu-r
first effort result than nine out of ten of our other first efforts. Six years ago we should probably not- liave polled ofi'J votes in that most conservative of all rurnl districts. . . Franklin has added more than 2000 votes to the. Labour Dominion apcreeate. while some 000 votes have been added to the Reform aggregate. It has shown that 85 nor rent, of thesa who last year voted Liberal, this yer* voted Labour, while ]i> per cent, voted Reform, and tho narty'3 effective work throughout tho electorate during the campaign bus most certainly laid a foundation lor Labour's futuro SHOCCS*'"
