KINLOCH ROADS.

LOAN TO BE RAISED. A meeting of Kinloeh settlers, conTcncd by Mr Dudley Richards (chairman of the Wai-.l-ewa County Counci!) and Mr T.. White, was hold at To Oka on Thursday in Mr Glynan's woolshed. The meeting was called' to consider the question of floating a loan for. the purpose of metalling the roads. Mr Richards said the financial position was not at nil satisfactory, tho riding being £2OOO in debt. The only thing ho could see was to increase tho rates or float a loan. The wholo question rested on tho fact that for tho last five or sis years the traffic on the roads had increased enormously. Almost every settler had a ,motor vehicle, and this 'last year or two almost all the wool from the settlements was brought out by motor lorry. This wa« very hard on tho roads, and' culverts had increased tho cost of upkeep enormously. A number of Kinlocb. bridges havo to bo rebuilt, which will be a further' expense. . Mr T. Feather, eon.: There is a- eubsidy for that purpose. Mr Richaras; Yos, tho Public Works will subsidise £2 for £l.

Mr Feather, een.: You ought to add that metalling for the roads, should bo added to the loaai. Mr Itichardß said tho cost of-'the'various roads would ho follows:—.Kcynolds Valley road, £1021; Long Bay road, £681; Hikuraki road, £435; Jjivingstono's road, £2t25; access to T.-White's, £290; access to Mr Robinson's, '£lls; access to Mr Harrison's, £115; access to Messrs T. .Feather, jun. and 1). ■ Berwick's, £'27B; total, £3070. Tho Kinlocb. ; share would bo £IO2O.

Mr Brankin: You're a long way out. .i Mr Richards: I may bo, l>u|. this information was'supplied by iho Publio Works I)e----jjartmonit. Metal will cost less than previously./"< •''.'■' : "' .' '■''■■' ':

Mr/,'*Braniiri ? Tho roads ■will hsvc to bo ! formed before they can bo metalled. Mr Feather, fi.cn. said ho Lad seen the Public, Works engineer, who stated that tho roads would have to bo put in proper order before ■ they could bo 'metalled. Mr Gordon. Murray said lie quite agreed if tho surplus metal was .left in. tho proper placo. Thi3 had boon done previously, when tiio whoio lot went over tbo bank, with a slip. Mr Richards, said that- one-eighth o£ a, penny rato should produce enough to coyer tho loan. :Mr Feather, son.: . Ho\y long would tbo loan bn in working-out?- -■ Mr Richards: Probably fourteen (o elxtecn year*. \ ■ . -■ ..'•,..'' ■:•...' Mr Brankin: Will the Government give a subsidy on money other than revenue, Bay on .borrowed money?—l cannot say; probably they will. Tho Council .fond considered getting a crusher and plant in connexion with Ihe lliglways Board. Mr Gordon Murray: "What will a. crusher cost? ■ , ,1 1 IA. Mr Richards: Crusher, roller, and othor plant required ''would' probably cost £2OOO. Mr T. White: Would it be a proper traction roller? Mr Richards: Yes. Mr T. .Foather, son., eaid, he 'did nol consider it -necessary, to have a roller, as a traction engino would do all that was required. . 1 M* 'T.-"White suggested % combined traction engino and roller. . Mr Feather, warned the chairman when the Council obtained 'a crusher to ueo that it was thoroughly equipped or it would entail.groat cxponiA later on. He said tho work should also be dono by contract. Mr R. Studholme said tho upkeep, on some -roads if metalled would bo -very small, instancin? tho Long Bay road, from tho Bay to Mr Feather's. . Mr Feather suggested that the meeting take a vote on the question. ;. Mr Richards" said that as so many. of. the settlers were agreed oa tho subject," he thought probably i a poll would not bo required. ....'.- . ' Mr T. White said that at the opening of tho Kinloch Settlement tho roads were taken oyer by the Council from tho Govern-ment-beforo they had been properly completed. , ■ Mr Feather, jun., said the road which gave access to,Mr Barwick end himself was. only used when tho lake was running,, and if it were put in reasonable order without being metalled, it would bo sufficient for them if the culverts were attended to. Mr Pettigrew' (Piraki): Wo have been left out of it entirely. If .a few of the bad points were completed it would bo a Mr R ; chards eaid that Jubilee Saddle road to' Reynolds Valley Saddle was about 71 miles long, and would cost about £250 per mile. .-'.,.. • Mr John Allen asked if there were no main roads on Kinloch riding. Mr Feather said there were no roads gazetted oa main highways. Mr Richards eaid that Reynolds \ alley road was put before the Highways Board, but they would not entertain it. Mr Pettigrew: Now that we have a live chairman probably he will shake things up. Mr Feather, sen., said he considered the settlers should seize the opportunity, as it might not occur again, otherwise the roads might ha,voto be metalled out of rates. Mr Wright asked if the Government loan would cover extra culverts. Mr Richards: No, Idp not think to. Mr Wright: Would it not be better to put in reinforced concrete .pipes. in place of earthenware j>ipes? •• Mr Richards: Yee,' thoy are satisfactory and cheaper than earthenware-pipes. Mr Gordon Murray said .tho mistake with culverts'was in putting the pipes too close to tho-surface. -"'~, ," ' , ~ . Mr White said the Council had a Tule that all culverts should be put in at'a standard depth. .- - Mr T. White eaid that too much attention was' paid to the piece of road between the Post Office and the hotel. Mr Pettigrew made tn offer to maintain I his road for three years if it was put in order and metalled.

Mr- Gordon Murray proposed that a loin be loosed to metal the Kinkch loads, including Piiuki xoad. Mr Itichards eaid that Piraki road would probably cost £2OOO to-do. The best thing would be to include that load in the reBolution that £2OOO be borrowed apd then seo what could -e dono.

Mr Feather, sen., said that a, lot of boulders from, the beach could be obtained for apaulinft. Mr T. While said "it would"he's, fair "thing'to promise, a definite mileage to be done on Piraki road.

Mr Richards agreed . that this should he done.

Mr T. Feather,. jun„ moved: "That a loan of £2£D).he raised for metalling the

Kinloeh roads, including two miles of Piraki ro'.d."

The motion was seconded by Mr H. Wright and carried unanimously. It was agreed to allocate £3OO for Pr.i road and £IOO for Waghorns road, both to carry a Government subsidy.
