la tho Housoof Commons, replying to Colonel Gretton, Mr Baldwin said the arrangement for direct communication and consultation between tlie Primo Minister o'f Britain and those of the Dominions had not boon discontinued. Tho announcement that it was intended to appoint a Secretary of State for the Dominions in no wise modified or' conflicted with tho desire, which the Prime Ministers of tho Empiro expressod in i9lB, for direct communication.
Tho circumstances in which diroct communication between the Prinio Ministers occurred woro clearly indicated in the resolutions of the Imperial War Cabinet of 1918, which woro confirmed by tho Imporial Conference of 1921 and remained in forco.
