'At the Council of Education Dr. Hilda M; Northcroft moved "That this Council urges the Education Department to institute a complete survey of the school children qf the Dominion wth a view to their, classification on psychiatric lines, thus defining as far as possible the need for special schools and classes." The mover said that while we in New Zealand claimed to lead the world in many ways, we were about fifty years behind some other countries in the treatment of sub-normal children, or children who were not normal; . Miss 8., E. Carnachan seconded the motion,. which. was carried.
