RICCARTON LICENSING COMMITTEE.
ANNUAL MEETING. The Riccarton Licensing Committee met yesterday. Present—Messrs Wyvera.Wilson, S.M. , (chairman), W. ' Helliwell, W. T. Franks, D. Mulfaolland, R. Allen, and J. Leslie.' > The polica report,, which was favourable, stated that minor repairs should be carried out in one hotel. " An assurance was given that the requirements would bo met. The following transfers were granted: Islington Hotel, 3. D. McGregor to C. J. Lawrence; Black Horso .Hotel, C. Ailington to V. S. Goulding. . The following new licenses, were granted: H. C. Watson.(Papanui Hotel), V. S. Goulding (Black Howe Hotel), U. J. Lawrenco (Islington Hotel), A. Tucker (Racecourse Hotel), Michael Scollard (Talbot Hotel). Renewals of licenses w_ere granted to W. C. Smith (Phoenix Hotc'.), A. Rattray (Bush Inn), W. H. S. Deal (Riccarton Hotel), J. Gracie (Bluff Hotel, Coalgatc), N. G. MacCormack (Darfield Hotel), J. 1\ Milne (West Melton Hotel). Sergeant Stewart mentioned that, a man named Harry Kcmpthorno -was found.dead on May 11th, on the Main jSouth road, shortly after ho had left the Ishngtch Hotel. The chairman: I think you should have sent a. report in about,it, sergeant. Was thero any evidence at' the inquest that ho was in a state of intoxication when he loft?— The evidence of the licensee w«s to the effect that he saw the man leave tho hotel, and mount his bicycle and ride away. , ~ . In that case how docs the suggestion arise that he was drunk? Did ho !i© down on tho road?— The position of a "square rigger " his bicycle, arid the body indicated that ho did lie down. Ho could not have been riding when lie was struck by the motor-car; tho bicycle was not .damaged a t all- , .' •, -i-i t The chairman: It is quite possible for a man to bo knocked from his bicycle without doing damage to the machine. , Questioned as to tho state of tho man when he left the hotel, the sergeant said that the licensee had admitted at tho inquest that the man had had" six or seven P .Mr' Connal,. for the licensee, denied this, saying that they were small beers, not chairman suggested that the licensee should have been prosecuted 11 he had sunp'iecl a drunken, .man with liquor. "After further discussion, the chairman eaid that there was no evidence /hat tho licensee had been guilty of a breach of the Act, and the application for transfer was granted. ________
