During a Chinese bankruptcy meeting in Hamilton recently the bankrupt stated that he could speak little or no English. The interpreter remarked that the English test imposed by the Customs was not at all a hard one, and by scouring a permit at a cost of £IOO a Chinese could enter the country with very little difficulty. The test imposed was really hardly a test at all. It consisted of the reading of a passage from a newspaper or the Bible.
