Addressing the English Speaking Union at Princeton, on the subjects of Great Britain's rejection of the Geneva Protocol. Compulsory Arbitration in International Disputes, and the hopes of future- peace in Europe by means of the Security Pact proposed by Germany. Sir Esrne- Howard, British Ambassador, said it was impossible to say how the Security Pact discussions would end. "But wo can at least all hope that the- may lead to a settlement by agreement, snd the establishment of a peace no* dependent vpon huge and ruinous armament, but based on goodwill and common sense. If that comes about, the nest Disarmament Conference will not bo long in arriving. If, on the other hand, hopo fades away and dies, why then, I do not see any other alternative for ti-e Maintenance of our naticnal security, and what irony to call it security, but foice of r.rms and military alliances, l.hich will mean crushing taxation, financial ruin and an inevitable Armageddon in the end."
Referring to the failure of the Protocol, Sir Esmo Howard said it bioko down largely over the matter of sanctions. It was obvious that the application of economic sanctions, unless supported bv all the Great Powers, could not succeed in its object, but might brine- into serious cc.nflict other States. It was possible the other Powers, whose delegates signed the Protocol, did not see this possibility so clearly as tho different parts of tho Briish Commonwealth of nations, but for the latter it was clear to the naked eye.
