The Biga correspondent of "The Times" says it is reported that a document has been discovered indicating that the Soviet ia planning a general Baltic coup on May Ist. Precautions arc being taken. M. Tchitcherin (Foreign Minister) has informed the Secretary-General of the League 'of Nationß that the Soviet Government declines to participate in the international conference for the control of arms and munitions, assembling at Geneva on May 4th, on the ground that the question involves the interference of the League in the internal affairs of the Soviet.
