A NEW RAILWAY OFFICER. (SPECIAL TO "nil PKEBS.") WELLINGTON, April 21. Mr S. E. Pay, whose appointment as Operating and Equipment A-sist-ant of the New Zealand Railway Department was first announced in the columns of "The Press," several months ago, has arrived in Wellington. He was accompanied by his wife and two children. Mr. Fay, who is a sou of Sir Sam Fay, has, like his father, distinguishoj himself in railway management. He was educated at Alalvery College, England, and i\lcGjU (..Diversity, He served sis months wan a German professor at Oufiseldorf,- and Has fo r a similar period in a railway office in Paris. He accompanied Mr H Pearson on an official investigation of German and Austrian railway methods, nnd he has twice v-s----itcd America and Canada with technical railway officers.

Trained in the Great Central railway Company/s higher grade scheme, Mr Fay is efficient in operating traffic, working running shed, driving and firing, district engineering, dock and marine work, and passenger and Roods accountancy. Durug the Great War, he served with the Royal Engineers in France for two years, from and was subsequently with the Railway Operating Division. He left the Aimy with the rank of major, after having acted as Deputy Assistant Director General of movements and railways in Paris. Later he was appointed assistant District Superintendent, London Division, Great Central Railway, and was afterwards for three years with the traffic department, Sao Paulo railway, Brazil, eubsequently being appointed chief operating officer He left this latter post to accept a position with the Canadian National Railways, and then as a secretary joined the Royal Commission which investigated the New South Wales and New Zealand Government Railways.
