RIFFS DICTATE TERMS. j (b* cable—press association—coptbight) ("ABOUS.") LONDON, November 23. Reports are current of peace negotiations between Spain and the Riffs for the settlement of the Morocco question. The Paris correspondent of the "Sunday Times" says the Riff terms include a war indemnity of approximately £BOO,OOO .rod the surrender of 12 aeroplanes, a battery of field guns, and 10,000 rifles. Spanish troops must evacuate all territory occupied, and withdraw from Ceuta and IColilla. The Spaniards will endeavour to secure better terms. j
