NEW BRIGHTON
Tho New Brighton Borough Council met last night. Present—The Mayor (Mr JGamble) and Crs. J. H. Shaw, J. Buxton, A. M. Olivers, E. A. Leaver, H. .A. Glasson, W. Gahagan, 11.I 1 . W T ard, J. Scott, and F. D. Huirson.
The Surf Life-Sa\*iug Association of Australia forwarded information a3 to beach signs and bathing areas. This was referred to tho Standing Committee. ' Tho Department of Health wrote regarding regulations under the Healtji Act to prevent contamination of food. —Referred to By-laws Committee. Messrs L. Harper and W. H. Tooley applied for permission to run eide-shows on. the Esplanade and beach during the Christmas and New Year holidays and on Gala Day. The application was referred to tho Summer Programme Committee. Mr Harry Wilson asked for the Council's approval of his scheme to run merry-go-Tounds and tho sale of refreshments on a section at tho coiner of tho Esplanade and Beresford street. Tho matter was referred to tho Standing Committee. Mr H. Hunsley asked tho Council to extend tbo channelling in Pane road, ho agreeing to pay -part of the cost. It was decided to accedo to iiho request. Thsi Works Committee recommended that the overseer bo asked to report on the condition of Estuary Toad, and decided to hold over tho question of widening Beatty street until tho next meeting, and that, the overseer be aßked to give owners of overhanging hedges nctice to cub same. It was agreed to request tho overseer to report on tho matter of repairs to Union street. With regard to Mr Cargeeg's plan of proposed boat liarbour at Pleasant Pointy it was recommended that the Mayor interview the Lyttelton. Harbour Board. Tho report and recommendations wero adopted. The Finance Commit teo recommended that tho Council engage the Heathcote County Council's ranger on six months' trial at a retaining fee of 20s per week and ten per cent, commission on dog tax collected, and that ho ba requested to mako a raid on stray dogs; that the conditions of tender for "lease of conveniences and refreshment room at Pleasant Point as amended b» adopted; that Mr Bull bo asked, in lieu of tho near approach of tho holiday season, to complete the building of the Esplanade conveniences as soon as possible; that the amendments to the by-law 3 as suggested by the sub-committee bo adopted. The report and recommendations were adopted. Dealing with new business, it was decided that the gates at Pleasant Point Domain should bo closed each evening at 8 o'clock, and that notice to that effect be placed in a. conspicuous place. On the motion of Cr. Muirson, it vi'as resolved that any person erecting a building within the borongli without first obtaining a. permit should bo prosecuted forthwith without referenco to the Council. Mr W". E. Leadley wrote complaining of the dust nuis&ncc in Union street and of tho annoyance caused by motor-cycles riflden without silencers. Ho suggested that, the borough should appoint a traffic inspector or apply for additional police services. . The Council referred the matters raised in the letter to tho Standing Committee.
SUMNER. A meeting of tho J>orougb Council was heid last evening. Present —The Mayor (Mr AY". H. Nicholson), Councillors H. C. S. Ja-mieson, it. C. Jones, P. T. Dick, If. A\. Harris, C. M. Eoswell, and F. C. Cooper. An apology for absence was received from Cr. E. Peek. . The Standing Committee a report contained the following information:—Gas manufactured for October 1,075,400 tubic feet, compared with October, 1923. 9fi?,700 cuoic feet an increase of 109,650 cubic feet. en new' connexions had been made, and it nad been nccessarv to replace several lengths o. service on Clifton owing to tnc chemical action of tho icp-plmt oa the iron. Six new e'ectric connexions have been made and a 5 k W. cooker added. Six poles have been renewed. Street lamps at Alexandra terrace and -at McCorm.ci's Bay on the road h-'d been erected. tho current had been .off several times during the month. < Alterations were 'being luadc in the sub-station. From the wells 4,921,0(10 gallons of water had .been pumped and delivered at Shag Rock reservoir, and of this 735,000 have been pumped to the upper ••reservoir.
The financial .statement showed a debit bank balance of £1825 Ss 3d, and accounts amounting to £IO2O 19s Id were recommended for payment. Messrs Johnston, Mills, and Whito having made a claim under the Public Works Act, of £175, in addition to tho removal and erection of outbuildings and fence, the Town Clerk was instructed to make a counter offer of £73 without any claim for tho fencing, etc.
The Life-Saving Club was granted the use of the foreshore on the 2'2nd inst>, aud permitted to have ponies on the beadh for hire. It was recommended that the Council approve of the plans of subdivision of the following properties:—Mrs E. J. Best, William (street, part U.S. 262: H. Nettleton, parts of Lots 37, 38, 39, D.P. 926, Augusta street, lho approval of transfer of hut site 'it Taylor's Mistake to Messrs E. J. Toss, L. Ji. Curry, R. T. Cooper, and A. I'viand. It was agreed that tho manager of tho Tramway Board ba informed that tho Council could not sec its way to assist, in the filling and fortifying of the embankment llenr the Causeway.
The poll on tho proposal to raiso £IOOO for extension and improvement of St. Leonardo squaro was fixed for December 10th.
It was decided to call for tenders for iron required for the Rcdc'!iff3 eewage scheme, to be delivered at liedcliffs.
It was agreed , that a special area bo set aside on the Esplanade for parking char-a-buncs, and that a notice be erected. A letter was received from thn Medical Officer of Health regarding food regulations. It was decided that tho request in the letter be acceded to, and tho Town Clerk be appointed inspector under the regulations. Dr. Chilton wrote to the Council regarding a reserve übovo the rifle range.
The Town Clerk was instructed to inform Dr. Chilton that tho Council had no jurisdiction in the matter.
A letter .from received from W. G. Black regarding water supply. The Council agreed that it c6uld not see its way to allow connexion with the* high pressure for gardening purposes.
Correapondeiico was received from iho Progress League regarding interest charges for hydro-elcctricitv schemes. The Council strongly supported the resolution contained in the letter.
An application from W. Fenton for the Boys' Band to play on the Rotunda ou Thursday evening was granted. T. A. ICuttall wrote applying for appointment to the Fii» Brigade. Tho application was granted. Cr. Roswell gave notice that at the next meeting he would move—"That the motion authorising the expenditure on a footpath and kerbing under the cliffs on the main road between Sumner and Redcliffs be rescinded."
ASHBURTON. The fortnightly meeting of the Aahbuvton Borough Council was held last night. Present—The Mayor (Mr E. Galbraith), Crs. ]■'. Z. D. Fcrriman, V>". 11. \Vocd3, It. M. Dunlc-p. J. AY. Bowden, John V» atson, . G. Hillier, It. A. Collins. P. F. Heir. C. F. Horriii, B. Kerr, and H. E. C. McElrea. Before proceeding with the ordinary business, the Mayor reported upon the conference at Auckland. &nd stated that aU t.ie Council's remits were passed. It was decided Iv write and thank the Auckland and Stratford Councils for the ho=pitalnv that had been extended to the Mjvor during his. stay there. The Canterbury Progress I.eague lorwaraed a cow of a' resolution passed at their last meeting protesting against the system of pooling interest charges on the capital cost of hydro-electric -undertakings, and Jtsked for the Council's support. The Mayor said it did not seem fair that the Government should pool interests in such schemes.
It was decided to endorse the resolution. The Canterbury Pilgrims' Association forwarded nn account of the arrangements that were being made in Christchurck to celebrato the founding of the Provinco of Canterbury, and requested that celebrations on similar lines be held in 'Ashburton. Tho letter was received. The Medical Health Officer, Br. T. F. Telford, wrote with regard to regulations under lie Healih Act to prevent contamination oi food, stating that it was tb<> intention <->£ ihe Health Department, that the
Council should adopt the regulations and see that they were enforced.
The Mayer stated the Council had complied with these regulations some time ago. The matter was referred to the By-laws Committee. 'l'he Ashburton County "War Memorial Committee ud vised that' Baring square West had been, definitely selected as a, site for the proposed War Memorial, and stated that the selection mot with, the approval of the First South Canterbury Mounted Rifle Band. The Mayor suggested that it be left to the Reserves Committee for a report. Cr. I>unlop considered that it was a matter for the whole Council to discuss. Cr, Woods asked where the rotunda, \was to be removed to, and who was going- to bear the cost of the removal. The Mayor answered that the War Memorial Committee would remove the rotunda, to wliero the -Council directed. It was decided that consideration o£ the matter bo held over till nest mooting. . On the recommendation of the Abattoir Committee, it was decided to call for applications to fill the position of caretaker. The Mayor "was authorised to interview shopkeepers with a View to declaiiDg December 6th. tin day of the excursion to Otira, a public holiday. . It was resolved to thank Cr. Ferriman for the gift of a book containing tho .Roll of Honour of the Xew Zealand Expeditionary Forces in the Great War. . It was resolved to accept tho mutation of the office-bearers of the Presbyterian Church to attend tho jubilee services to be he'.d next Sunday. It was decided that the Mayor and Cr. Bowden interview local tradespoop.c w th view to forwarding Ashburton exhibitß to the Sciv Zealand ard South Seas Exhibit^n. Cr.
