Sir James Allen is of tho opinion that the Ministry's consultations with the High Commissioners is necessary to fill the gaps between tho Imperial Conferences. Ho considers thjit tlic High Commissioners are in the best position to attend these gatherings at which 80 per cent, of tho subjects discussed deal with trade. It would be impossible to have separate High and Trade Commissioners, and the present system could not be improved.
