HOPES FOR A DISARMAMENT

Tile British Government has requested the League of Nations not to place the Security and Disarmament Protocol on the agenda for next meeting of the League Council, to be held iu Rome on December Sth, because it is necessary to consult the Dominion Governments before Britain will be able to proceed in the matter. (Received November 19th, 5.20 p.m.) LONDON, November 19. The diplomatic correspondent of the "Daily Telegraph" affirms that the Geneva Protocol will now be Berappcd. The British Government's decision for postponement is not surprising in view of objections raised by the Dominions. It is significant that Signor Mussolini recently expressed doubts as to the wisdom of Italian ratification; and even tho French enthusiasm has cooled, while Japan was lukewarm from the start until she secured tho dangerous clauses sanctioning intervention in disputes arising out of immigration laws and domestic legislation. There are hopes that the Disarmament Conference, however, need not be abandoned, tho demise of the League conference 'furnishing President Coolidgo with the opportunity of which the Geneva plan doprived him.
