AMNESTY FOR MM. CAILLAUX AND MALVY. (BT CABLE-'-PHBSS , ASSOCIATION— COPtBJGHT) (AUBT&AiIAN AND H.S. CABLS ASSOCIATION.) PABIS, November 18. The Senato passed a - resolution granting an amnesty to the ex-Prime Minister, M. Caillaux, and tho ex-Min-ister, M. Malvy, whom tho High Court banished for alleged defeatist activities in war time. Several senators opposed the amnesty to M. Caillaux On the ground that his offenco was too grave to pardon. General Stuhl, on behalf of ex-ser-vice men, declared that M. Caillaux was not repentant, and would commit the same off once again if the occasion offered. M. Hervey said that M. Caillaux would reappear on tho scene with more ambitions than over. His one desire was io resume* control of Trance. M. Herriot (Prime Minister), in reply, pointed out that M. Caillaux was condemned, not for giving intelligence to the enemy, but for correspondence' . with enemy subjects. He urged senators to consign to oblivion political quarrels which were dangerous in wartime. In replying to a question by a senator as to whether he thought M. Malvy guilty, M. Poincare recalled that M. Malvy' was tried at his own request. No act, by M. Malvy denoting lack of patriotism had ever come to M. Poincar6's knowledge. The motion of giving an amnesty to M. Malvy was opposed only by the Boyalist, M. do la Hnye. The resolution granting an amnesty to M. Caillaux was carried by 176 votes to 104, and that granting an amnesty to M. Malvy was carried by J95 votes to 62,
