WORK OP COMMISSION.
TWO NEW DIFFICULTIES. (81 CABLE— rRKSS ASSOCIATtOX— COnaIQKT) (Stdkbi "Son" Sbsyicb.) ■(Received November 13th. 7.40 p.m.) LONDON, November 17. The ''Daily Mail" savs preliminary meetings of the Irish Boundary Commission were without result, and the Commission has adjourned awaiting communications from tho two Irish Governments. Two now difficulties have arisen. Tho first is that a mere- compromise is legally insufficient. Any decision must be carried by a majority, otherwise it will be invalid. The second difficulty is that the Commission has discovered it is powerless to compel the attendance of witnesses. Legislative action will bo necessary to remove these difficulties, and tins will involve serious delay.
