The Opposition has published a strong manifesto to tho nation, reiterating its decision not to participate in Parliamentary work so long as tho situation it denounced in June, when it withdrew from Parliament, after the Matteotti murder, continues in an even more aggravated form- The manifesto claims that the Opposition represents the majority of the national; but power is illegally exercised by a minority. '

Signor Mussolini, in a speech at a meeting of Deputies of the majority parties, said that the Government intended to advance rapidly on the road towards normality. He denounced the attitude of the Opposition members in absenting themselves from Parliament as unconstitutional, and emphasised that the Fascist Party had changed its constitution. Illegalities and acts of violence had diminished. He paid tribute to the Government's foreign and domestic policy, an<l stressed the importance of Col.iial development schemes.
