PRISON REFORM.
Ti'> THE EIHTCR OF "THE rRBSS." Sir.—li is a matter of congratulation that Uio Bill for the Prevention .of Crimes ('Borstal institution for young offenders) has passed botli Houses. But T -would like to ask why i here is yet no Borstal for Rirls. Also, though I am not. complaining of the Tuvercargill institution, 1 should like to sa-v il ir> not a real Borstal. In the tnio Borstal offenders pass from one grade to another with additional privileges in earh ; individual attention is. given to each cn.se; thero is a. tutor for each tirade, who, with the- Governor, governs the institution ; the main idea being educational not punitive. Education is both-general and. vocational.—Yours, etc., M,B. October 20th, 102 J.
