Advices from Vladivostok state that, with tho Dairen Conference again having reached a. deadlock, a. serious situation is arising in the Maritime' Province of Siberia. Tho Reds demand the right to pursuo the White Army into the railway zone established by the Japanese. A brush is reported from Grodikovo, in which a Japanese force engaged in manoeuvres was attacked by a Chita detachment. Thres hundred Japanese replied' to i>ho attack, killing 30 and suffering three casualties. Tho fight lasted an. hour. Another clash ie reported, but no details are available.
Tho Foreign Minister, M Janson, at Chita, sent- a Note to the Japanose commander, stating that, aa the Japanese were assisting the Whites, the military agreement respecting the neutral zone had been violated and abrogated, and therefore the' proposed marching on tho zone to Vladivostok
Tho J a[>aneso commander referred the matter to Tokyo, not desiring to assume responsibility for precipitating war. Meanwhile the Jap;mese commander notified tho Chita Government that nRed advance would be resisted, pending tfhe result of tho negotiations witn Tokyo. The Chita Note says that, as a. commercial agreement will soon bo signed at Dairen, the Chita Government expects the Japanese not to object to tho Red campaign in the railway zone, but that they will support and facilitate' the operations of the Chita rmy.
