SUBSTANTIAL INCREASES,

In the House of Commons, the Post-master-General announced that postcard rates had been rawed from one penny to threehalfpence,, the minimum rate for printed papers from one halfpenny to a penny, and for foreign lefcf ters from twopence halfpenny to threepence. The delivery of letters on Sun* day would be* discontinued. The rises were due to the present heavy losses on the postal services.
