Franco's reply to tho State Department's Notj regarding the Japanese mandate for Yap is officially interpreted as tantamount to an acceptance of tho principle laid down by the United States Government that the United States has surrendered none of its rights in respect to the former oversea possessions Qf Germany. (Received April loth, 3.5 p.m.} WASHINGTON, April It. The State Department has published France's reply to the Mandate Note. M. Briand declares that since tho United States mnmornndmn was also sent to Great Britain, Italy, and Japan, it cannot be answered until tho Powers addressed have- reached an understanding. M. Briand adds, however, that when the Yap question comes before the Supreme Council, Franco will advocate its examination the greatest desire to find a solution that wiH givo the United States every satisfaction.
