The' British Mission ia finding negotiations'difficult and complicated, as the Afghan Government is trying to negotiate treaties with _ several Powers at the same time. It is believed that tho crux of the difficulty lies in tho Consulates, which Russia is trying to establish near the Indian frontier, ot Kandahar, Ghazni, and' Jelallabad, where Russia has no commercial interests, and obviously is seeking centres for propaganda and intrigue against India. Well-informed circles state that *f Afghanistan refuses to eliminate those consulates, the British Mission will return without completing an AngloAfghan Treaty.
