With one arm now only a stump, Mr Ewart' Henry Harnack, the pioneer radiographer, of London, has entered Southampton Hospital to have the hand of, his other arm amputated. . His terrible plight has come from injuries received duririg X rays experiments in the late nineties.' For twenty-two years no has never" been free from pain. His left hand was-taken off in ±9lO, and as a result of subsequent operations, all that remains of'his right hand is the thumb and three finger stumps. This martyr to scientific research was registers officer and clinical photographer at London Hospital in 1896, when the discovery of X rays was made. He became, as he says, "saturated with X rays. He is the inventor of the lead glass protection device now used to protect X ray operators, and he is one of the few survivors of pioneer days. A. novel piece of proposed legislation his been laid before the Belgian Parliament by M. J. Destree, the Socialist Minister-of Arts and Sciences. . Its purpose is to protect artist and authors against themselves. It will prevent, if it becomes law, painters from dying in "poverty while dealers majce fortunes o'ut-of their works. The creator of anv original work of art, the bill says, will receive a certain percentage at each successive public sale of his work, oven if he has already sold all interest and rights in the work. The bill is retrospective. - Up to £4OO the rate shall be 1 per cent., up to £BOO li per cent., up to £2OOO 2 per cent., and-above that 3 per cent. Private*sales, being too difficult to control, are not affected.
