A message from Rome says troops have occupied all the mines in Istria which the workmen had seized and prpclaimed a republic. Pour were killed and many were injured in a conflict with the troops. In accordance with the new constitutional practice, the Prussian Chamber has elected a new Prime Minister by vote. Herr Stegerwald, Minister ef Publio Affairs, the candidate of the Ceiitro Party, was unanimously chosen. He began Into as a workmen, and was prominent in the Christian Trade Union movement in South Germany.
