The Washington correspondent of ttha "New York Times" reports lliat it is understood that President Harding contemplates sending a Commission with Mr Elihu Root to' Europe to confer with the Allied Governments on the organisation of an Association of Nations, founded on the International Court of Justice at The Hague.
