PEACE WITH GERMANY.

Stephen Luzanne, a member of the Viviani delegation, has sent a cable message to the "Matin," of which ho is tno editor, to the effect that the United States will ratify neither the Treaty of Versailles nor the League of Nations' Covenant,.and that the American Senate will adopt the Knox resolution for a separate peace with Germany. M. Viviani now seems to consider the Knox resolution in a different light since ho knows it will express sympathy with the Allies' attitude towards Germany, and will promise that America will intervene in the event of the peace of Europe being again threatened. •Some opposition amongst the Senators is now developing towards the Knox resolution. There iB a feeling that it may be held up by the Foreign Relations Committee of the Senate until the reparations question has been settled.
