'lt is understood that President Wilson's Administration had ...tentatively approved of the agreement, and tho failure of the Harding Administration to accept it immediately is,, considered oviflence of a determination to return to informal negotiations, the United States preferring to resolve all outstanding differences with Japan into a broad, inclusive basis, the settlement of the Yap question being regarded as a" necessary preliminary to the settlement of the other questions.
