Advices from Vladivostok state that the Russian Soviet has proposed to China to renew diplomatic relations, offering to hand over the Chinese Eastern railway to China, and to lenounce Russia's share of the Boxer indemnity. CAPTURE OF VTLNA. PARIS, March 28. According to the "Echo de Paris," the Bolsheviks have captured Vilna.
