ELMWOOD PARK.
* ACCESS FROM LEINSTER BOAD. A petition is boing circulated in Leinster road and its neighbourhood, asking the City Council to mako a road from that thoroughfare to Heaton street, or direct to Elmwood Park, in ordor to give suitable access to tho park from that part of the district. A proposal which, it is understood, ha« been considered, that access from Leinster road should bo given by a right-of-way, is opposed by tho petitioners on thrco grounds:— (1) That it is impossible to keep ■undesirable persons out of a suburban right-of-way at night. (2) That a right-of-way would givo an insignificant access to tho park, instead of an imposing ono. (3) That thoro is a largo and increasing population in and near Leinster road, and that a street between it nnd Heaton street is needed, apart from tho Xiark. A piece of land for a road, threequarters of a chain wide and fivo chains deop. has been offered frco by Mr *C. Wood. The petition suggests that this offer should bo accepted, and that tho Council should obtain power to mako a road there three-quarters of a chain wido instead of ono chain, as provided by law. The petitioners point out that the park will be paid for by a special rating area, not by tho Council's general funds, and they feel that access from Leinster read should bo by a handsome street, rathor than by a riglit-of- . The petition was circulated on Saturday and yesterday, and bears bout 55 signatures.
