9 THE NEW CONSTITUTION. (rr.ESS ASSOCIATION THI-EGHAM.) "WELLINGTON, January I. Tlio Attorney-General states that tlio proclamation bringing tlio Legislativo Council Act into operation will bo issued in tbo next Gazette. Sir Francis Bell ad<lod that the Act would com© into force on January 31st, 1921, and the first election of members of, tho Legislative Council would tako placo at tho general election of l'J22. Tho election would be held on tho proportional representation system in four largo constituencies covering tho wholo of Now Zealand. Tho first cloction would bo of 20 members, only one-half of tho ITouse. _ Tho present constitution of the Legislative Council woultj continue in forco until tho coming into operation of the new A:t, and therefore appointments for a term of seven years could bo made to tlio Council until January 31st, IP2I, after which dato no appointments coutd bo made.
