L LONDON, February 17. ,£ ; The Berne correspondent of toe, "Morning Post" Reports that Div Eisner, replying to a protest on liis] return to Munich against liis admission that Germany was responsible lor the war, issued a statement in which | he says that it was necessary to makaj such a declaration to mako the credu-i ious English and other delegates ta&e him to their hearts again. Herr Muller, Majority Socialist delegate, emphasised the good relations between the British and Germans ac Berne. He declared that the English Labour Party and the German Social Democrats were the strongest democratic organisations in the world. It would depend essentially on their work whether permanent peace would prevail in Europe.
