BULGARIAN ATROCITIES. (By Coble.—Prea* Association.—CopjrighU) (Beuter'a Telegram*.) LONDON, January 25. An official Serbian message states that tbo Commission investigating the outrages committed by tho Bulgarians in Serbia has brought to light appalling atrocities. Tho names of tho responsible offiecrs have been secured. Among ather crimes, people were burned alive, ind women's flcßh was torn off with
pincers. Others were flogged, tortured, and outraged, and in ono district 600 wero stabbed to death, with knives and bayonets. AFFAIRS IN TURKEY. ("The Time#.") CONSTANTINOPLE, January 23. The Government has resigned as a result of the scandal concerning train contracts. Tewfik Pasha is reforming the Cabinet. The Committee of Union and Progress is exerting a baneful influence on the whole country in shielding those accused of massacrcs and peculations, and endeavouring to inflame outbreaks against the Armenians. The influential Press is inciting similar religions and racial fanaticism. Tho outlook in Turkey is gloomy. Tho people have not the faintest realisation of their present international situation.
