POLICY OF DELAY. (By Cable.—Prew Association.—Copyright) ("The Times.") (Received January 16th, 7.20 p.m.) DUBLIN, January 15. The Sinn Fein leaders are summoning an Irish Constituent Assembly without delay. They will devote their first efforts to putting the Republican case before the Conference, and ■will only use the weapon of a general,strike as a last resort. A Dublin Castle conference considered serious questions of Irish policy, which call for the utmost firmness, courage, and foresight. Drastic action will precipitate a crisis. Everything is to be gained by delay, which is likely to make apparent the Sinn Fein weakness. At present native sentiment supports Sinn Fein, but the signs of sympathy are waning. SINN FEIN MEMBERS. If the 73 Sinn Feiners clected do not attend ijhe sittings of the House of Commons, they will forfeit a salary of £400 yearly, also the election deposit of £150 each.
