Marshal Foch., at the Supreme War i Council, reported that 28,000 prisoners ; were still due from Germany. Germany had delivered 1967 locomotives out of 5000. The Council therefore decided that the prolongation of the armistice could only l>o accorded on now conditions. The rovictuailing of Germany would be undertaken in return for the acceptance of the new conditions. The Council decided that Germany should oonvey the Deutsche Bank's gold! reserve to Frankfort; also that she should destroy all unsurrendered submarines. The Supreme War Council reached a settlement regarding the terms oh , which the armistice would be renewed, including questions connected with the treatment of German shipping, the Surrender of submarines hitherto under construction or repair, the oompletionl ■ of the transfer of railway and transport- : ation material, and the restoration ofi . machinery taken from Allied territories. Tho German armistice delegate, Herr ron "Winterfeld, notified the Entente representatives at Spa that Germany had resolved itoyally to perform the undertaking to restore tho machinery abstracted from occupied territory as part of tho undertaking to repair material losses, but declined to undertake a detailed settlement which would "anticipate the peace treaty, tho conclusion of which Germany has repeatedly urged." Tho German Government, commenting by wireless on Herr von Winterfold's note, gives statistics of the available restorable equipment, and adds that refusal must bo made in all circumstances to demand that Germany replace machines by others essential to German industry, because such a step would inaugurate tho economic war doprecated by President Wilson.
