Bolshevist propagandists are very active in Holland, where they . are spending millions of florins. Borisovitzh, ex-general' manager of the Siemens factories at Moscow, is now one of the principal Bolshevist advocates, whilst an ex-director of a German banking firm is acting as the Bolshevist foreign financial agent. Bolshevist propaganda was first carried abroad by German Foreign Office I couriers.
