Admiral Henry B. Wilson, Com-mander-in-Chief of the American naval forces in French waters, refused tho Cross of the Legion of Honour when "President Poincare and M. Georges Leygues (Minister of Marine) visited him at Brest. H© took his stand on his Government's order forbidding the acceptancc of decorations except for acts of saying that he could not coneider his work at Brest as being work at tiie front.
