Public opinion, Chinese and foreign, is strongly in favour of internationalising the railways and settlements in China, as the only moans of securing equal opportunity for all. The Japanese have secured a paramount position in commerce wl.h China, and arc saving tho Chinese inhabitants of Manchuria and Shantung from foreign rule, under which thoy were likely to fall. Phe matter is regarded, as of international interest.
